A first-half strike from Chhin Choeun with a 12th minute pile driver was enough for the Armymen to pick up the full points.
It was Visakha’s second loss of the season as they remained on third at the standings.
Elsewhere, National Police Commissary fell to a 4-2 loss to Angkor Tiger as Boeung Ket edged Asia Euro United 3-2 at the AEU Sport Park.
Preah Khan Reach Svay Rieng blasted Bati Academy U18s 3-0 and Soltilo Angkor getting the better of Electricite du Cambodge 4-2.
